Budget 2012: New Civil Service Remuneration Scheme (SBPA) for Civil Servants

New Civil Service Remuneration Scheme (Skim Saraan Baru Perkhidmatan Awan: SBPA) replacing Malaysian Remuneration Scheme (Skim Saraan Malaysia: SSM). Highlight of the scheme shown as below:-

    1. An exit policy for those chooses to leave and for underperforming civil servants.
    2. Maximum salary for a particular grade will be higher compare to SSM scheme. This will be achieving through a single tier structure with additional increments.
    3. Better career path with a time-based promotion.
    4.Annual salary increment between RM 80 and RM 320 according to grade. On top of that, annual salary increment between 7% and 13% for those who opt to accept SBPA.
      Gred 1 – 16: RM 80
      Gred 17 – 26: RM120
      Gred 27 – 40: RM 160
      Gred 41 – 48: RM 220
      Gred 52 – 54: RM 260
      JUSA A B C: RM 320

(It is believe that annual salary increment for SBPA scheme shown as above. However, JPA haven’t announced the new annual salary increment)

Overall, it is exciting news for civil servants. Bear in mind, in return government do expect higher performance from civil servants.

Budget 2012 Malaysia Benefits to Private Employee? Or Civil Servant?

Higher Employer EPF contribution
Government proposes employers to contribute 13% to employee who is earning less than RM 5000. It is believe that 5.3 million EPF contributors will benefit from this new policy. Is commission, OT, bonus, allowance or etc inclusive?

An annual pension increment of 2% for civil servants
Effective year 2013, government pensioner will enjoy increment of 2% of annual pension.

Tuition fee assistance for civil servants
Government is offering tuition fee assistance. These includes 5,000 masters scholarships, 500 doctoral scholarships and 20,000 places for diploma teachers to pursue their undergraduate studies.

Retirement age @ 60 years old for civil servants
The compulsory retirement age is revising from 58 to 60 years old.

Bonus for civil servants
An additional bonus of half-month salary with a minimum payment of RM 500 and an assistance of RM 500 to government pensioner.

Seem like, Budget 2012 is benefit to civil servants and not private employee. I’m afraid private employees have to work harder.

Steve Jobs is backbone of Apple and his contribution was beyond Apple. Through out his terms with Apple, his innovations turn into sales and generate profit for Apple. Jobs lead Apple into world’s most valuable technology company in the world, beating Exxon Mobile a giant Oil and Energy Company.

It is coming to end of the year and the most exciting moment for employee is bonus time. A recent survey conducted by Jobstreet.com shows that bankers get the best bonuses. From the survey results, more than 50 per cent of those receive more than six month bonuses were from the banking and finance industry. This finding was similar with others country such as UK. On the other side, the education sector was the worse off. It was reported that 71 per cent of respondents getting only one month’s bonus or less.
